안녕하십니까?
한국게이인권운동단체 친구사이입니다.

5월 9일 토요일 오후 3시, 친구사이 대표와 사무국장은 서울시 질병관리과에 요청하여 1시간 30여분간 면담을 진행하였으며 현 상황에서 성소수자 커뮤니티 일원들의 두려움과 불안을 전달하고 문제되는 지점에 대해서 이야기 하였습니다.

 

우선 커뮤니티의 불안과 두려움을 해소하기 위하여 몇가지 정리된 정보를 공유 드리고자 합니다.

서울시에 거주하시는 분들은 긴급재난문자 [4.24~5.6까지 이태원 일대 클럽 등 업소 방문자는 증상유무 관계없이 2주간 외출·접촉자제, 보건소를 방문하여 코로나19 검사 받으시기 바람]을 받으셨을 것입니다.

 

현시점부터 “4.24~5.6 기간에” “이태원 일대에 있었다”는 시간적·공간적 키워드로 서울시 모든 선별보건소에서 선별검사(무료)가 가능합니다.

추가적으로 공개되는 확진자 동선에 계셨던 분들도 “4.24~5.6 기간에” “이태원 일대에 있었다”는 키워드로 검사가 가능하오니 코로나19 선별검사(무료)를 받아주시기 요청 드립니다.

 

음성 판정시 2주간의 자가격리 관련해서는, 코로나19 검진절차와 격리절차가 다르기 때문에 검진을 받았고 음성이 나왔다고 해서 무조건 2주 자가격리대상이 되는 것이 아닙니다. (관련해서 다른 구지자체에서 혼동될 수 있는 문자가 나가고 있으나 음성 판정시 2주 자가격리대상은 아님을 서울시 질병관리과를 통해서 확인했습니다. 다만 관련 부분은 선별보건소 연락을 통해서 한번 더 문의 부탁드립니다.)

 

하지만 검진을 받았는지 유무와 관계없이, 방역당국에 의해 밀접접촉자 분류시에는 해당 인원에게 별도로 연락해서 자가격리대상으로 고지하고 관리하고 있으며, 방침 또한 지자체별로 편차가 있는 상황입니다. 따라서 이 부분은 해당 지자체의 보건소나 재난안전본부에 문의할 것을 권고드립니다.

 

커뮤니티분들의 불안감과 두려움을 게이커뮤니티 단체로서 너무나도 잘 알고 있지만 지금 시점에서 검사를 받지 않는다고 해서 역학조사상 밀접접촉자로 확인된 분에게 연락이 가지 않는 것이 아닙니다.

 

서울시 모든 선별보건소에서 위 키워드(4.24~5.6 / 이태원 일대)로 무료검사가 가능하오니 가능한 빠른 시일 안에 가까운 선별보건소에서 검사를 받길 요청 드립니다.

 

친구사이는 성소수자 커뮤니티의 건강과 안전을 최우선으로 생각하고 있으며 현 상황에서 검진을 미루는 것은 본인뿐만 아니라 주변 가족, 친구, 지인들에게도 위험할 수 있다는 판단을 하였습니다.

 

코로나19로 인하여 양성으로 판정되거나 자가격리대상으로 나올 시에 나올 수 있는 인권침해와 관련해서 ‘친구사이 인권침해상담’(상담전화 02-745-7942, 운영시간: 평일주말 구분없이 9시~18시)의 도움을 받으시면 좋습니다. 상담시간 관련해서는 한시적으로라도 더 확대될수있도록 노력하겠으며 확대시 수정 공지드리겠습니다.

친구사이에서는 성소수자 커뮤니티의 안전과 보호를 위해서 방역당국과 지자체에 계속해서 커뮤니티의 목소리를 전하고 연대단체와 협력하여 인권침해 문제를 해결하기 위해 최선을 다할 것입니다.

 

확진자에 대한 비난과 조롱은 오히려 우리 커뮤니티에 일말의 도움도 되지 않습니다. 지금 시기에 우리에게 필요한 것은 커뮤니티 일원들이 의지하고 이겨낼 수 있도록 서로에게 곁을 주는 일입니다. 우리는 퀴어하고, 소중하고, 존엄한 사람들입니다.

[A Messege from Chingusai to our community friends]

It’s Korean Gay Men’s Human Rights Group Chingusai.

 

On Saturday, May 9, at 3 pm, the representative and the secretary-general of Chingusai asked the Seoul City Center for Disease Control and Management to hold an interviewe for 1 hour and 30 minutes, and talked about the fears and anxiety problems that members of the LGBT community are feeling.

 

First of all, we would like to share some organized information to relieve the anxiety and fear of our community.

 

If you live in Seoul city, you may have received an emergency disaster alert [Club visitors in Itaewon area from April 24 to May 6 are recommended to get tested COVID-19 at the local health center regardless of existence of symptoms, also refraining from going out and contact].

 

From the present time, it is possible to get tested with no charge at every screening health center in Seoul city with temporal and spatial keywords such as “in the period of Apr 24 ~ May 6” and “in the vicinity of Itaewon”.

 

Even those who were on the route of confirmed cases are also available to get tested corona19 for free with the given keywords, so please get yourself checked. Regarding 2 week self-quarantine after negative result, since the COVID-19 screening and quarantine procedures are different, the fact that they were tested and resulted negative does not mean they are subject to self-quarantine for 2 weeks. (In relation to this, each local government gave out different confusing notices, but we have checked from Seoul City Disease Control Division that it’s not subject to self-quarantine for 2 weeks after negative result. You can check with local screening health center)

 

However, regardless of whether or not they have been screened, in the case of close contact classification by the quarantine authorities, the relevant personnel can contact individually to notify and manage. The policy also differs by each local government. Therefore, we recommend that you contact the local public health center or Disaster Safety Headquarter.

 

The community’s anxiety and fear are very well known as a gay community group, but just because they are not tested at this point does not mean that they are not contacted by epidemiological investigators once you are classified as close contact person.

 

It is possible to get tested with no charge at every screening health center in Seoul city with temporal and spatial keywords such as “in the period of Apr 24 ~ May 6” and “in the vicinity of Itaewon”, so please get yourself checked as soon as possible.

 

Chingusai considers the health and safety of the sexual minority community as a top priority, and decided that delaying the screening in this situation could be dangerous not only for you, but also for your family members, friends and acquaintances around you.

Regarding human rights violations that may occur when a person is determined to be COVID-19 positive or is released for self-quarantine, please contact Chingusai for counseling, 7 days a week, 9 am - 6 pm. As for the consultation time, we will try to extend even more temporarily, and we will notify you when the time is extened.

For the safety and protection of the sexual minority community, we will continue to deliver our voice to the quarantine authorities and local governments and work together with solidarity groups to resolve human rights violations.

 

Again, criticism and ridicule against the cases do not help our community from this COVID-19 situation. What we need at the moment is to give courage each other so that community members can count on and overcome. We are queer, precious, and dignified people.
