[성명] 성소수자 인권침해 언론보도, 공중보건에도 ‘해악’

 

국민일보는 5월 7일 ‘[단독]이태원 게이클럽에 코로나19 확진자 다녀갔다’ 기사를 게재했다.해당 매체는 ‘게이클럽’을 부각시키고 확진자의 거주지와 직장, 직업 등 개인을 특정할 수 있는 과도한 정보를 담아 해당 기사를 보도함으로써 개인의 아우팅과 함께 성소수자들에 대한 편견과 혐오를 조장했다.

 

이런 보도행태는 결국 아웃팅에 대한 불안과 공포를 조성해 확진자와 접촉한 이들을 위축시키고 방역망 밖으로 숨어들게 할 뿐이다. 진료를 받는 것이 당일 그 장소에 있었음을 증명하고 곧 성적 지향을 드러내는 것으로 귀결되는 지금과 같은 상황에서 접촉자 시민들의 협조를 구하기는 더 어려워졌다. 결과적으로 국민일보의 보도는 2차 감염 예방을 위한 방역망에 커다란 구멍을 냈다.

 

이번 보도행태는 그간 우리 사회가 어렵게 세워놓은 기준과 교훈들을 무시한다는 점에서도 개탄스럽다. 지난 3월 14일 중앙방역대책본부는 확진자 동선을 공개하기 위한 정보공개 가이드라인을 마련한 바 있다. 확진자 거주지의 구체적 주소나 직장명 등 개인을 특정할 수 있는 정보를 공개하지 않도록 기준을 세운 것이다. 더불어 국가인권위원회에서도 필요 이상의 개인정보 공개를 통해 발생하는 혐오, 인권침해의 심각성에 대해 우려를 표했다. 인권보도준칙에서도 사회적 편견 등에 의한 인권침해를 방지하기 위해 용어 선택과 표현에 주의를 기하라는 내용을 담고 있다. 

 

재난상황에서 언론은 올바른 정보를 제공함으로써 시민들을 안심시킬 의무를 갖는다. 국민일보와 일부 언론들의 이번 보도행태는 성소수자들에 대한 편견과 혐오를 조장할뿐 어떤 사회적 효용가치를 창출하지 못했다. 개인에게 사회적 책임을 전가하고 사회에 불안을 재생산한 이번 보도는 성소수자의 인권을 후퇴시키고 공중보건에도 지대한 피해를 입혔음을 재차 강조한다. 

 

이에 한국게이인권운동단체 친구사이는 시대의 흐름에 역행하는 언론의 보도 형태를 규탄한다.

[Statement] Violation of sexual minorities’ human rights in the media and public health, “Evil”

 

On May 7th, Kookmin Ilbo published an article titled: “[Exclusive] A confirmed COVID-19 case went to an Itaewon gay club.” The article has promoted prejudice and hate against sexual minorities along with the outing of these individuals by emphasizing “gay club”, along with reporting excessive information that can identify the individual such as their place of residence, workplace, and their occupation.

This kind of reporting conduct will only lead to creating anxiety and fear of outing within confirmed cases and those who have come into contact, causing them to shrink and hide away from the quarantine network. At this time, it has become more difficult to seek the cooperation from those citizens who have come in contact with confirmed cases, as receiving medical treatment proves they were there on that day and essentially reveals their sexual orientation. As a result, Kookmin Ilbo’s report made a big hole in the quarantine network for preventing secondary infections.

 

 

This reporting conduct is also deplorable in that it ignores the standards and morals set by our society. On March 14th, the Korea Centers for Disease Control and Prevention established guidelines for releasing information for disclosing the routes of confirmed cases. The standard was set to not disclose personally identifiable information, such as the specific address of a confirmed case’s residence or name of workplace. In addition, the National Human Rights Commission of Korea expressed concern about the severity of aversion and human rights violations caused by the disclosure of unnecessary personal information. The regulations for human rights reporting also call for caution in word choice and expressions to prevent human rights violations caused by social prejudice.

 

 

In the event of a disaster, the media has an obligation to reassure citizens by providing accurate information. The reporting conduct of Kookmin Ilbo and some media outlets have failed to create any social utility value, instead promoting prejudice and hate towards sexual minorities. We reiterate that the report, which shifted social responsibility to individuals and renewed societal unrest, has caused the regression of human rights of sexual minorities and inflicted extensive damage on public health.

 

 

In response, the Korean Gay Men’s Human Rights Group Chingusai condemns forms of media coverage that goes against the trend of the times.
